ACB produces charge-sheet for misappropriation of MGNREGA Funds.

Srinagar, June 02: Jammu and Kashmir Anti Corruption Bureau has produced Challan of  case FIR No.25/2015 PS VOJ (now ACB) u/s 5 (1) (d) r/w 5 (2) JKPC Act Svt. 2006 and Section 120-B, 420, 467, 468 and 471 RPC before the Hon’ble Court of Special Judge, Anti-Corruption Doda against accused persons namely (i) Sh. Hukum Singh, the then Assistant Executive Engineer REW sub Division Bhaderwah, (ii) Sh. Barkat Ali, the then Naib Sarpanch Panchayat Gurekhra, (iii) Sh. Kartar Singh, the then Secretary Panchayat/VLW Gurekhra, (iv) Sh. Mohd Aslam, the then Technical Assistant (contractual basis) BDO Office Bhalessa and (v) Choudhary Ikhlaq Ahmed, the then GRS Panchayat Gurekhra.

Brief facts of the case are that during the Financial Year 2012-13 and 2013-14, fictitious payments under MGNREGA scheme in ward No.1 and 2 of Panchayat Halqa Gurekhra Block Gandoh District Doda have been made against un-executed/partially executed works, payment was released in favour of financially sound persons/government employees and persons who were not physically present during the execution of work.

In many cases, unskilled labourers are shown engaged for work exceeding prescribed limit of 100 days in a Financial Year. In some cases, same person is shown working at two places at one time/same person is shown twice in the muster roll.

Moreover, many muster rolls also carries cuttings/without the signatures of the concerned Block Officials.

It was further found that in some of the cases, measurements of the work was not in consonance with charged measurements and some of the work diverted from the original sanctioned place of work to other during the financial year 2012-13 and 2013-14.
